Reconstruction of Fay Road and Onondaga Boulevard Project Wins APWA Award

Bryant Associates, P.C. is pleased to announce that the Reconstruction of Onondaga Boulevard and Fay Road project has been selected by the Central New York Branch of the American Public Works Association (APWA) to receive its 2004 Transportation Project of the Year award.

This highway project included the preliminary and final design of the reconstruction of 1.3 km of Fay Road (C.R. 39) in the Town of Onondaga for the Onondaga County Department of Transportation. Work included roadway reconstruction and overlay, shoulder widening, replacement of deep scoured roadside ditches with a closed drainage system, a reconfigured 5-leg intersection with signalization, upgrading the existing closed drainage system through the intersection, and extensive utility relocations. The commercial location of the existing 5-leg intersection was a source of accident clusters, due to inadequate geometry, lack of turning lanes, and motorist confusion. The intersection was reconfigured, adding exclusive turning lanes for all approaches, and new signalization hardware and timing. Driveway access to the commercial establishments was improved by providing curbed islands, thus eliminating the “free for all” access to open parking lots. Many existing utilities went through the intersection, including high pressure gas, water, sewer, and OH electric. Threading the large proposed closed drainage system through the intersection was one of the project challenges that was successfully met.

This project tied in with the NYSDOT Route 173 project at the west terminus. The drainage design improvements made by the NYSDOT caused an increase in stormwater introduced into the Fay Road drainage system. Extensive coordination with the NYSDOT to arrive at design solutions mitigating the problem was required. Collaboration on the design and implementation of a detention basin at the west terminus of the project resulted in a solution that allowed the improvements to Route 173, but did not overwhelm the capacity of the Fay Road drainage system.

This award recognizes the partnership between the managing agency, the consultant/architect/engineer, and the contractor who, working together, complete public works projects.

Bryant Associates, P.C. Shares in Partnering Award

Bryant Associates, P.C., in conjunction with Prudent Engineering, New York State Thruway Authority and Barrett Paving Materials, Inc. were presented with the Associated General Contractors/NYSDOT/NYSTA 2004 Excellence in Partnering Award – Non Formal Partnering, for their work on TAS 03-21 Contract D213299, Cold Milling and Asphalt Concrete Reconstruction of  the NY State Thruway from MP 279 to 289.  The work consisted of partial reconstruction of the travel lanes, milling and repaving 10 lane miles in both the Eastbound and Westbound lanes through the City of Syracuse, including Exit 36, which ties the Thruway to Interstate 81. Along with this work, a pilot test of a new paving material, FIBERDEC, was incorporated. Through the efforts of the consultant staff, NYSTA personnel and Barrett Paving, this work was completed under budget, with only minor delays to the traveling public.

Bryant Associates, P.C., was represented on this project by Kevin Bailey, as Office Engineer, and during the final phases as Acting Resident Engineer. Kevin has been an employee of Bryant Associates for over 13 years and when not providing Construction Inspection, is a Senior Party Chief in the Survey Department, overseeing the field operations and quality control.

The award was presented at the 18th Annual AGC/DOT Technical Conference recently held in Saratoga Springs, New York.
